In 1991, after 3 years with Mirage Resorts, Robin Powell was retained to open the sixty table Lummi Casino, in Washington State. As the principle decision maker with gaming experience, he put the many lessons learned in opening the Mirage to good use, overseeing the design, planning and construction of the facility and directed the purchasing of all the equipment for the gaming operation. He was also responsible for advising the proprietors on Federal and State gaming regulations and ensuring that the casino could operate legally within the unusual guidelines granted to the Lummi Nation by the Federal Government. The project also required an extensive and elaborate training program due to a lack of experienced casino or support personnel available in the area.
